Access to Moravian College
facilities is restricted to students, employees, guests of the College,
and others attending designated
public events.
Resident students are held responsible for the conduct of their guests.
Community groups may be granted the use of College facilities upon
application to the director of public relations. Such groups are subject
to the regulations governing the use of facilities, including the Moravian
College alcohol policy.

Moravian College provides housing
for full-time day students in traditional residence halls,
apartments, suites, and townhouse residences, and in fraternity
houses, sorority houses, and special-interest houses. Some halls
are single sex; some house men
and women on alternate floors. Townhouses, apartments, and suite-style
residences are single-sex by individual unit. Most rooms are
double-occupancy, with a few singles and triples. In addition to the
designated residence
units, the College also houses students in College-owned residences
within the campus master-plan area and rents other College-owned
property to students. A limited number of students each year
are granted permission to live in off-campus housing. All
full-time students
in the day division or the College are required to live either at
home or on campus unless they are granted an off-campus release. The
College
does
not
maintain
housing
for
married undergraduates.
Entering Freshmen
Entering freshmen are assigned to residence
spaces by the Office of Student Affairs after a consideration of
basic housing preferences.
Continuing students are assigned space through a lottery system
in which upperclassmen are given preference. Students requesting
a room
reassignment after the term begins do so by petitioning the
dean of student life, who is responsible for housing. Reassignments
are made after a two-week adjustment period at the beginning of the
term.
Staffing
Each residence hall is administered
either by a professional staff member who lives in residence, such
as an assistant dean or area coordinator, or by a student resident
director. Each floor of
every
residence hall is administered by a student resident
assistant. One RA is on duty in each of the larger halls every night
beginning at 8:00 p.m. This staff member makes rounds
during
the evening
and is available to provide assistance to residents. A duty
schedule is posted in the halls. In addition to the RA,
one of the senior staff members is on duty at each of the two campuses
on weekends.
All members of the residence-hall staff have been instructed
on how to respond in an emergency and how to contact the campus police.
The staff is supervised and trained by the associate dean of
student life,
who investigates any security problems that arise within the
residence halls and who works closely with the director of campus safety.
Vacation Policy
Rooms may not be occupied prior to the indicated opening
day of the term or after the last indicated day of the term or during
official vacation periods, unless occupancy has been authorized by
the Office of Student Affairs. Students needing housing over vacation
periods may be reassigned to special locations with security precautions
in mind. A charge may be imposed for this housing.
Visitation Policy
The College restricts access to residence hall floors
by members of the opposite sex between 2:00 a.m. and 10:00 a.m. weekdays.
Overnight guests are permitted on weekends, depending on roommate approval.
In the case of non-Moravian guests of either sex, an overnight quest
form, approved and signed by the roommate, must be filed with the appropriate
residence-hall staff member. This arrangement may not extend for more
than two days. Moravian students are responsible for the conduct of
their guests and are subject to disciplinary action if guests violate
College regulations.
Doors
All residence-hall exterior doors are locked 24 hours
a day.
The student affairs staff, along with other campus programming
organizations, sponsors several educational programs each term. Recent
programs concerned with security and safety have addressed the topics
of self-defense, rape and acquaintance-rape (date-rape) prevention,
AIDS, alcohol awareness and the College alcohol policy, legal liability,
and fraternity and sorority pledging activities. Most of these programs
have been repeated for general audiences or specific residence-hall
groups. Most programs involve an informed presentation followed by
questions and discussion. Residence-hall staff members also are encouraged
to schedule educational programs on security and safety for the residents
of their floor.
A student code of conduct, published
in the Moravian College Student Handbook and available
from the Office of Student Affairs, outlines campus regulations
including those associated with living in student residences.
The code sets a standard of acceptable behavior and serves as guidelines
for the College's disciplinary process, which is enforced by
the residence hall staff, the Department of Campus Safety, and
the Office
of Student
Affairs. Students charged with violating campus regulations
are
assured of fundamental principals of fairness in the adjudication
of misconduct. Cases processed through College disciplinary vehicles
are heard by the Disciplinary Review Committee or an administrative
hearing officer. Students found to be in violation of College
standards face disciplinary action ranging from a warning through permanent
dismissal from the College. Cases involving violation of federal,
state, and local laws may also be handled through the criminal
court system.
Sexual offenses are major violations
of expected conduct for Moravian College students. Student victims
of sexual offenses are urged to report such incidents to the a representative
of one or all of the following offices in order to obtain emotional
support, medical treatment, information about options for redress,
related assistance, and more:

The Moravian
College alcohol policy complies with the Commonwealth of Pennsylvania's
laws on the consumption and furnishing of alcoholic
beverages. The policy outlines procedures to be followed in the
registration and monitoring of social events and prescribes actions
to be taken
when the policy and procedures are not followed.
A full statement of the College alcohol policy is published
in the Moravian College Student Handbook and is available
upon request from the Office of Student
Affairs.
Moravian College prohibits the possession, use, and sale
of illegal drugs. A policy statement to this effect is published in
the Moravian College Student
Handbook. Substance-abuse issues are addressed through the offering
of topical programs during the academic year in order to provide
members of the College community with information concerning health
risks,
legal sanctions, and the like.
Commissioned Officers of the Department of Campus Safety
are authorized to carry firearms. Regulations concerning the officers'
use of force
are published in the department procedures manual. Unauthorized use
or possession of firearms, other forms of hazardous devices, or any
from of fireworks or explosives on College property is strictly prohibited.
As a result of the authority
granted by the Commonwealth of Pennsylvania, the Department of
Campus Safety has been granted identification numbers
by the Federal Bureau of Investigation and must submit monthly
reports of all criminal incidents under its jurisdiction to the Pennsylvania
State Police. These reports are then forwarded to the FBI
and compiled into the Uniform Crime Report (UCR).
In compliance with Pennsylvania Act 73 and with the
Federal Student Right-to-Know, the Crime Awareness and Campus Security
Act of 1990, and the Jeanne Clery Disclosure of Campus Security Policy
and Campus Crime Statistics Act, the Department
of Campus Safety maintains and provides information on crimes and
crime statistics and interacts with local
criminal-justice agencies to exchange information on students
who may commit crimes off campus.
The director of campus safety is the campus official assigned
responsibility for receiving and resolving complaints relative to Act
73 and the Federal Student Right-to-Know and the Crime Awareness and
Campus Security Act of 1990. A complainant also may file a complaint
with the Office of the Attorney General of the Commonwealth and shall
be given the address of this office upon request to the director of
campus safety.
The Jeanne Clery Law is the name given to the crime and
security provisions of the 1998 Higher Education Act Amendments
